Port cities & blue economy

We identify innovation and investment opportunities for port cities and structure them to the point where financiers can engage.

Market context

Six pressures are reshaping port cities

0 1

Decarbonisation

Maritime, industrial and port emissions face increasing regulatory pressure.

0 2

Energy

Shore power, green molecules and new energy models reshape infrastructure.

0 3

Climate

Coastal resilience, sea-level rise and insurers retreating reshape risk.

0 4

Digital & AI

Subsea cables, data centres and physical AI become port-city infrastructure.

0 5

Biodiversity

Marine ecosystems increasingly become a condition to operate.

0 6

Licence to operate

Social acceptance and citizen mobilisation become critical.

Where the difficulty sits

Capital is available. Structuring is what is missing.

Across the projects we have worked on, access to capital was rarely the primary obstacle. Investors, commercial banks and institutions such as the European Investment Bank are looking for projects to finance, and the sustainable finance market reached $8.2 trillion in 2024, up 17% on the previous year. The difficulty sits in how projects are structured, presented and de-risked. Four questions decide whether a project moves:

01

Which projects really matter.

02

Which ones can realistically be financed.

03

What needs to be clarified or adjusted for that to happen.

04

Who are the right investors to support it.

What we identify

Read from your constraints, not from a catalogue

Priorities that can be financed — read from your constraints and your assets, not from a technology catalogue.

Companies and technologies matching those priorities, locally and internationally.

Investors whose criteria your projects can actually meet.

Value chain positions — where a local capability could be built around a strategic asset.

What we structure

From a territorial ambition to a financeable project

A prioritisation framework covering port and logistics priorities, industrial and energy objectives, decarbonisation goals, economic impact and bankability.

An investment case — differentiation, IP, execution capacity and financing conditions, assessed against investor criteria and cross-checked with several investors.

An investor circle — infrastructure funds, venture capital, industrial investors and financial institutions, validated with you, who react to your strategy before it is fixed.

The meetings that follow — targeted matchmaking and a dedicated event, prepared in advance.

Land, power, logistics, value chains, talent and permitting must converge.

Why port cities

The geography where industrial deeptech can land

Cities generate around 80% of global GDP and account for some 70% of global CO₂ emissions (World Bank, 2023 · UN-Habitat, 2022). Some 40% of the world’s population lives within 100 km of a coast (UN-Habitat / UNDESA, 2023). Port cities sit at the point where economic concentration, climate exposure and industrial capability meet. They are also where industrial deeptech can actually land — six conditions have to be
met:

Industrial-grade land at scale

Power grid headroom typically above 100 MW

Maritime and multimodal logistics

Adjacent value chains

Industrial talent

Permitting aligned with sovereign priorities

Port cities are the rare geography that aggregates all six. And the local effect is durable: a qualified industrial job anchors three to five others locally, and an industrial capability that lands tends to stay — supply networks, talent and R&D follow over fifteen to thirty years.

Our method

Five steps. One continuous decision line.

01

Diagnose

Read what the territory can realistically attract from its constraints and assets.

02

Call for solutions

Reach matching companies and technologies locally and internationally.

03

Qualify

Test every opportunity for industrial fit and financeability.

04

Structure

Clarify projects until investors can assess them.

05

Connect

Bring a validated investor circle into targeted meetings.
Evidence

Financing Maritime Innovation

Created with AIVP and the Prince Albert II of Monaco Foundation, the initiative is now structuring a financing framework while four port projects move through review.

Capital exists

Investors, commercial banks and institutions are actively looking for projects to finance.

Structuring is missing

Priorities, bankability, de-risking and the correct investor fit determine whether a project moves.

Implementation evidence

Built to be shared internally

A programme your board or supervising authority can assess.

The overview sets out each phase, what it produces and what is expected from your teams — from territorial diagnosis to investor conversations.

Frequently asked questions

How this works in practice

A demonstrated need, identified operator, assessed industrial fit, defined revenue or savings model and a scale matching available instruments.

Projects still need prioritisation, de-risking, a bankable model and alignment with the right instruments and investors.

The first phase establishes what the territory can realistically attract; the scope and duration of qualification and structuring are calibrated from that evidence.

Access to strategic priorities, relevant assets, operator requirements and a governance able to take decisions as projects are qualified.

Infrastructure funds, venture capital, industrial investors and financial institutions selected against the project profile.

Yes, where port-city governance and partners can support a qualified programme.
